Tuition Waivers
Statutory Mandatory Waivers
Children and Spouse or the Domestic Partner of Totally Disabled or POW/MIA or Deceased Eligible Veterans or National Guard Members
The Board waives all tuition and fees for eligible students pursuant to RCW 28B.15.621(4) and (5). Established by the legislature, this waiver is intended to honor active, reserve and honorably discharged veterans, National Guard members and their dependents. This is a mandatory tuition waiver for the children and spouse or domestic partner of totally disabled or POW/MIA or deceased eligible veterans or National Guard Members.
Children and Surviving Spouses of Deceased or Disabled Law Enforcement Officers or Firefighters
The Board waives all tuition and service and activity fees for eligible students Pursuant to RCW 28B.15.520(2)(a)-(b).
Wrongfully Convicted Individuals Awarded Compensation per RCW 4.100.060, their Children, Stepchildren and Adopted Children
The Board waives all tuition and fees for eligible students pursuant to RCW 28B.15.395.
SBCTC Mandatory Waivers
Adult Basic Education, English as a Second Language, and GED Preparation.
The Board waives tuition and fees and sets a rate of $25 per student per quarter for Adult Basic Education, English as a Second Language and GED® preparation courses pursuant to WAC 131-28-026 and SBCTC Resolution 04-03-03. The Board also allows for the $25 to be waived if a student cannot pay.
Optional Waivers
Athletic Waivers
The Board waives up to 50 percent of the SBCTC-established resident 15-credit resident operating fee pursuant to RCW 28B.15.915 and Resolution 24-08-50. The waiver is available to grant-in-aid-eligible resident and non-resident student athletes.
Building/S&A Fee Waiver for DoD Tuition Assistance Program
The Board waives building and S&A fees for eligible military service members participating in the Department of Defense Tuition Assistance Program pursuant to RCW 28B.15.622.
High School Completion
The Board waives 75 percent of tuition for resident High School Completion students pursuant to RCW 28B.15.820.
Tribal Elder Waiver
The Board waives 100 percent of tuition and service and activity fees for tribal elders over the age of 55 from eligible Indian tribes pursuant to RCW 28B.15.541.
Non-Resident Students
The Board waives the non-resident differential operating fee of non-resident students who are United States Citizens or eligible non-citizens, including but not limited to those who hold permanent residents, U.S. Nationals, or refugee status pursuant to RCW 28B.15.915. (This waiver does not include the building fee differential.)
Non-Resident High School Completion
The Board waives the non-resident differential rate for non-resident High School Completion students pursuant to RCW 28B.15.520 (3).(a).
State Employees
The Board waives tuition for “State employees”, which includes permanent classified employees, higher education employees, teachers and K-12 classified staff, pursuant to RCW 28B.15.558. The employee is responsible for all applicable course fees. This waiver may be used for up to 2 classes, not to exceed 10 credits total per quarter. This waiver may not be used for selective entry programs.
Senior Citizen Waivers
The Board waives 70 percent of tuition and S&A fees for students who qualify as senior citizens enrolled in classes for credit pursuant to RCW 28B.15.540. The waiver is not available to students using the course credits for increasing credentials or salary schedule increases. Students who wish to enroll in classes on an audit basis will be charged a fee of five dollars per quarter and are responsible for all fees, aside from S&A. These are space-available waivers and students may register for no more than 2 courses per quarter and must be state residents. Students are responsible for all fees, aside from S&A.

Running Start Waivers
The Board waives tuition and S&A fees, up to 20 credits, pursuant to RCW 28A.600.310 (7). Students are required to pay other mandatory fees. The Board waives all tuition and fees for eligible low-income students pursuant to RCW 28A.600.310 (8).

Fresh Start Waiver
The Board waives all tuition and fees for Fresh Start students pursuant to RCW 28A.175.100 and WAC 392-700-160.
Definitions
Space Available Waivers
- May not exceed two classes or ten credits per quarter.
- Are not to be used for courses in selective/competitive entry programs (ex. BAS programs and Nursing).
- May not be used to exceed posted class capacity, even with instructor overload approval.
- Students may not register for a class with a space available waiver until the first day of the quarter, provided space is available.
- Students who wish to use this waiver may not be placed on a waitlist.
Senior Citizen
- Qualified student 60 years or older.
